The UK Government recently issued regulations to mandate COVID-19 vaccinations as a condition of employment for healthcare workers from April 2022. Later, these regulations were revoked and replaced with a consultation on the matter and a vote in the House of Commons. Other countries like France and Italy have imposed similar measures around vaccine mandates for certain groups. But how do these mandates affect vaccine hesitancy? And what are the ethical implications of vaccine mandates? Where is the line between individual autonomy and public good?
 

Our distinguished speaker, Carmel Shachar, JD, MPH, will walk us through this highly controversial topic and discuss the ethical ramifications of vaccine mandates in the context of a global pandemic.
 

Carmel Shachar, JD, MPH, is the Executive Director of the Petrie-Flom Center for Health Law Policy, Biotechnology, and Bioethics at Harvard Law School. Carmel’s scholarship focuses on law and health policy, in particular the regulation of access to care for vulnerable individuals, the use of telehealth and digital health products, and the application of public health ethics to real world questions. Her work has been published in venues such as the New England Journal of MedicineJAMA, the Hastings Center Report, and Nature Medicine. She has been interviewed and quoted in venues such as BBC NewsPoliticoCNN, and Slate. She has co-edited several books published with the Cambridge University Press, including Transparency in Health and Health Care in the United StatesDisability, Health, Law, and Bioethics, Consumer Genetics: Ethical and Legal Considerations of New Technologies (forthcoming), and Innovation and Protection: The Future of Medical Device Regulation (forthcoming).
